Closed Unassigned: Certificate template support is broken when running on Windows Server 2003 [40]

Get-CATemplate and Get-CertificateTemplate are broken and doesn't work on Windows XP and Windows Server 2003.

The issue is caused because of an issue when calling CryptEncodeObject unmanaged function.
